外卖不能进小区是否合法？

法律分析：
不违法。在现实生活中很多住宅小区实行的是封闭式的管理，外卖小哥作为外来人员，小区的保安是有权不让外卖小哥进入小区送餐的。
法律依据：
《物业管理条例》 第四十六条 物业服务企业应当协助做好物业管理区域内的安全防范工作。发生安全事故时，物业服务企业在采取应急措施的同时，应当及时向有关行政管理部门报告，协助做好救助工作。物业服务企业雇请保安人员的，应当遵守国家有关规定。保安人员在维护物业管理区域内的公共秩序时，应当履行职责，不得侵害公民的合法权益。
