释义	法律分析：普遍管辖指的是对于中华人民共和国缔结或者参加的国际条约所规定的罪行，中华人民共和国在所承担条约义务的范围内行使刑事管辖权的，都可以适用我国刑法。无论被控犯罪之人的国籍、居住国或与起诉国关系如何，即使该罪行是在起诉国领土之外犯下的，该国也可以对该人行使刑事管辖权。法律依据《中华人民共和国刑法》第九条对于中华人民共和国缔结或者参加的国际条约所规定的罪行，中华人民共和国在所承担条约义务的范围内行使刑事管辖权的，适用本法。
