法律分析：医保统筹支付指的就是在统筹地区之内，用人单位给员工缴纳的医保保费当中，有一部分会划入到统筹账户里面。这个账户里面的钱可以用于参保人所发生的特殊门诊医疗费用，住院医疗费用等费用的报销。
一般来说医保统筹基金里面的钱是全体参保人员的，任何单位和个人都不能够私自挪用，实行的是专项储存以及专项专用。
与医保统筹账户所对应的就是个人账户，个人账户里面的钱主要是由员工自己交的以及企业交的一小部分。当员工在普通门诊以及定点医疗机构购置药品的时候，可以使用个人账户里面的钱。
