法律分析：
据我国国家统计局的有关条例，规模以上法人企业是指年主营业务收入2000万元及以上的法人企业。
法律依据：
《国家统计局关于布置2010年统计年报和2011年定期统计报表制度的通知》 第一条 从2011年定报开始，提高规模以上工业划分标准，由年主营业务收入500万元及以上提高到2000万元及以上，2010年年报仍执行原划分标准。
