释义	法律分析：12300，是工业和信息化部电信用户申诉受理中心的特服号码。凡使用手机或固定电话的消费者，在向经营者投诉后15个工作日内未得到答复、或者对处理结果不满意的，均可拨打免费投诉电话“12300”申诉。但话费争议发生时距提起申诉时超过五个月的，其他申诉发生时距提起申诉超过二年的，可不予受理。工业和信息化部广大用户，在通过实体或者互联网渠道办理电信业务、使用电信和互联网服务以及下载手机应用软件时，如发现个人信息泄露、恶意扣费等情况，可向相关企业投诉或向电信管理机构申诉举报。
