释义	新办成品油零售许可证可以变更。申请人应向县区成品油行业主管部门提出申请。县区成品油行业主管部门对变更材料进行初审，对提供的复印件要与原件核对，并加盖与原件一致的印章。初审合格后，将初审意见及相应书面材料的原件及 3份复印件报市经济和信息化委审核。对具备继续从事成品油零售经营条件的，市经济和信息化委审定后转报省经济和信息化委核准后予以变更。法律依据：《成品油市场管理办法》第三十五条 商务部和省级人民政府商务主管部门应当将取得成品油经营资格的企业名单以及变更、撤销情况进行公示。
