《城市房地产开发经营管理条例》 第二十七条 房地产开发企业应当自商品房预售合同签订之日起30日内，到商品房所在地的县级以上人民政府房地产开发主管部门和负责土地管理工作的部门备案。如今购房合同都是实行网上备案。
