释义	法律分析：不一定。“红头文件”并非法律用语。“红头文件”因往往套着象征权威的“红头”而得名，泛指政府机关发布的措施、指示、命令等非立法性文件，长期以来都是各级行政机关实施行政管理活动的重要抓手。法律依据：《印章治安管理办法》第七条国家权力、党政、司法、参政议事、军队、武警、民主党派、共青团、工会、妇联等机关、团体的各级组织、机构需要刻制印章的，由制发机关的印章管理部门开具公函到所在地县级以上人民政府公安机关办理备案手续。县级以上人民政府公安机关应即办理并出具准刻证明。
