释义	以暴力、胁迫的手段，组织残疾人、未满14周岁的未成年人从事乞讨的，应当立案。本罪为行为犯，不需要造成乞讨人身伤害或其他严重后果，只要行为人实施了暴力、胁迫的手段组织乞讨，就应当立案予以追究。法律依据《刑法》第262条之一
