释义	根据《民事诉讼法》第二十一条的规定，提起离婚诉讼的，由被告住所地人民法院管辖；被告住所地与其经常居住地不同的，由经常居住地人民法院管辖。但是如果对方存在以下情况的，则由原告经常居住地的人民法院管辖，在原告经常居住地人民法院提起诉讼：1、对方不在中华人民共和国境内居住的；2、对方下落不明或宣告失踪的；3、对方被依法采取强制性教育措施或者监禁的。由上可知，起诉离婚的话，要到被告住所地或者经常居住地进行起诉，但是如果对方是在国外的话，就可以在原告住所地或者经常居住地进行起诉离婚。
