释义	法律分析：公司的股东出资不到位的，是不能转让股权的，出资不到位股东就没有相应的股权，所以转让是无效的。法律依据：《中华人民共和国公司法》第一百九十九条公司的发起人、股东虚假出资，未交付或者未按期交付作为出资的货币或者非货币财产的，由公司登记机关责令改正，处以虚假出资金额百分之五以上百分之十五以下的罚款。第二百条公司的发起人、股东在公司成立后，抽逃其出资的，由公司登记机关责令改正，处以所抽逃出资金额百分之五以上百分之十五以下的罚款。
