释义	法律分析：专利申请复审是专利申请人对专利局驳回申请的决定不服，请求再次审查，专利局根据申请人的这一请求按规定程序对申请进行再审的制度。法律依据：《中华人民共和国专利法》第四十一条专利申请人对国务院专利行政部门驳回申请的决定不服的，可以自收到通知之日起三个月内向国务院专利行政部门请求复审。国务院专利行政部门复审后，作出决定，并通知专利申请人。专利申请人对国务院专利行政部门的复审决定不服的，可以自收到通知之日起三个月内向人民法院起诉。
