释义	不能。必须2名拥有执法权的执法人员才能行使执法权。协警职责是协助警务工作。如果一个正式的民警与一位协警出警，在不执法的情况下，仅仅是履行一般的公务是可以的。但如果是在执行行政执法，这样的组合就显得有些问题了，因为，协警没有执法的权力。法律依据《行政处罚法》第四十二条，行政处罚应当由具有行政执法资格的执法人员实施。执法人员不得少于两人，法律另有规定的除外。执法人员应当文明执法，尊重和保护当事人合法权益。
