释义	对企业尚未利用的闲置土地，应出具有关部门的批准文件或认定书，经企业自行申报可免征城镇土地使用税，否则都应缴纳土地使用税。法律依据：《城镇土地使用税暂行条例》第九条征用的耕地，自批准征用之日起满一年时开始缴纳土地使用税;征用的非耕地，自批准征用次月起缴纳土地使用税。
