释义	变更密级或解密，应由原定密机关、单位决定,也可由其上级机关决定。国家秘密事项的密级，应当根据下列情形之一，由确定密级的机关、单位及时变更：（一）该事项泄露后对国家的安全和利益的损害程度已发生明显变化的；（二）因为工作需要，原接触范围需作很大改变的。情况紧急时，可以由上级机关直接变更密级。
