释义	法律分析: 消防验收合格是商品房交付的前提条件。没有经过消验收的房子存在安全隐患，不符合交付条件，业主有权拒绝接收。待开发商拿到验收合格的证明，该房才算正式交付。因此造成迟延交房的，可以追究开发商违约责任。法律依据: 《中华人民共和国消防法》第十三条依法应当进行消防验收的建设工程，未经消防验收或者消防验收不合格的，禁止投入使用；其他建设工程经依法抽查不合格的，应当停止使用（为表述方便，笔者暂称该规定为“消防禁用条款”）。
