释义	参保人的个人账户按以下办法建立，按月划入： (1)在职职工(含灵活就业人员)个人缴费部分(缴费基数的2%)划入个人账户，同时从统筹基金中按缴费基数的0.8%划入。 (2)退休人员按在职职工缴费基数的3%划入。注意：个人账户的本金和利息归个人所有，可以结转使用和依法继承。用途：个人账户资金主要用于支付门诊和协议管理药店发生的医疗、购药费用，住院医疗费用的个人支付部分，但是这是由患者自己决定的。个人账户资金归自己，而且还有利息。
