释义	法律分析：不是的。我们国家有行政许可法。对于一些特殊的项目，必须要进行听证。但不是所有的。如果涉及国家安全的、涉密的都不容许公开。法律依据：《中华人民共和国行政许可法》第四十六条法律、法规、规章规定实施行政许可应当听证的事项，或者行政机关认为需要听证的其他涉及公共利益的重大行政许可事项，行政机关应当向社会公告，并举行听证。
