释义	政府关停企业应按照劳动者工龄支付经济补偿金。企业按政府要求关停,用人单位解除劳动合同应当按照劳动者在该单位的已工作年限支付经济补偿金，每满一年补偿一个月工资，不满半年补偿半个月工资，满半年不满一年补偿一个月工资。经济补偿金基数按照终止劳动合同前十二个月（工龄不满十二个月的按照实际月数）的劳动者本人月平均应发工资计算。月工资是指劳动者在劳动合同解除或者终止前十二个月的平均工资。
