释义	法律分析: 个人所得税收滞纳金，不可以免除。税收滞纳金是指在纳税人没有按照规定期限缴纳税款和扣缴义务人没有按照规定期限解缴税款的情况下，税务机关责令限期缴纳税款，额外按日加收的滞纳金，实质上是对纳税人和扣缴义务人占用国家税款的一种惩罚，具有处罚的性质。《税收征收管理法》第三十二条第三十二条纳税人未按照规定期限缴纳税款的，扣缴义务人未按照规定期限解缴税款的，税务机关除责令限期缴纳外，从滞纳税款之日起，按日加收滞纳税款万分之五的滞纳金。
