释义	划拨为办土地使用权证需要交出让金。以划拨方式取得土地使用权的，应当按照国务院规定报有批准权的人民政府审批，并依照国家有关规定缴纳土地使用权出让金。【法律依据】《城市房地产管理法》第二十三条土地使用权划拨，是指县级以上人民政府依法批准，在土地使用者缴纳补偿、安置等费用后将该幅土地交付其使用，或者将土地使用权无偿交付给土地使用者使用的行为。依照本法规定以划拨方式取得土地使用权的，除法律、行政法规另有规定外，没有使用期限的限制。
