释义	法律分析：所谓猥亵，是指以刺激或满足性欲为目的，用性交以外的方法实施的淫秽行为。猥亵既可以发生在男女之间，也可以发也于同性之间，但是只有猥亵妇女、猥亵儿童的，才构成本条规定的犯罪。猥亵妇女以外的男子，不构成本条中的犯罪。所谓猥亵妇女，是指对妇女的抠摸、舌舔、吸吮、亲吻、搂抱、手淫等行为。法律依据：《中华人民共和国刑法》第二百三十七条猥亵妇女的处5年以下有期徒刑或者拘役；聚众或者在公共场所当众犯前款罪的，处5年以上有期徒刑。
