释义	法律主观：行政机关对违法行为当事人做出的行政处罚决定，不能随意中止执行。如果当事人申请中止执行的，行政机关应当对当事人的申请理由和事实进行审查。一是审查其所述理由是否属实，应要求当事人举证，证明其所说的理由属实;二是要审查其提出的理由是否符合法定中止的条件。只有事实属实，且理由符合法定情形的，才可决定终止执行行政处罚决定。而且，中止期届满，应继续执行。
