释义	法律分析: 一般情形下，划拨国有土地使用证没有使用年限的限制。法律依据: 《中华人民共和国城市房地产管理法》第二十三条土地使用权划拨，是指县级以上人民政府依法批准，在土地使用者缴纳补偿、安置等费用后将该幅土地交付其使用，或者将土地使用权无偿交付给土地使用者使用的行为。依照本法规定以划拨方式取得土地使用权的，除法律、行政法规另有规定外，没有使用期限的限制。《城镇国有土地使用权出让和转让暂行条例》第四十四条划拨土地使用权，除本条例第四十五条规定的情况外，不得转让、出租、抵押。
