释义	申请税务行政处罚听证的流程是： 1、税务机关对当事人作出行政处罚之前，应当向当事人送达《税务行政处罚事项告知书》。 2、要求听证的当事人，应当在《税务行政处罚事项告知书》送达后三日内向税务机关领取《听证申请书》并提出书面申请，逾期不提出的，视为放弃听证权利。 3、税务机关对听证申请进行审核。 4、组织听证。听证的全部活动，应当由记录员写成笔录，并给听证主持人、当事人或其代理人、本案调查人、证人及其他有关人员审阅，认为有遗漏或者差错，可以请求补充或改正；承认没有异议后，应当签字或者盖章。
