释义	律师分析: 债权转让必须通知债务人，否则不对债务人发生效力。【法律依据】: 《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。从该条规定可以看出，债权人将债权转让给第三人，使第三人成为新的债权人时，必须把债权转让给第三人的情况通知债务人向第三人(新债权人)履行。否则，债权人将债权转让给第三人的行为，对债务人不发生效力。
