释义	律师分析：通知债务人只决定债权转让，对债务人有无法律约束力。债务人对合同债权的转让同意与否，并不影响债权转让合同的成立和生效，是否通知债务人只决定债权转让，对债务人有无法律约束力，而不能决定债权转让有无效力。因此即使没有通知，在债权转让达成合意后，受让人即取代原债权人的地位而成为债权人。受让人因受让债权而具有原告资格。【法律依据】：《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
