释义	需要，债权转让是否必须通知债务人。除法律另有规定和双方另有约定外，债权人转让债权不必取得债务人的同意，只要债权的转让方与受让方达成转让债权协议，且通知了债务人。未经通知该转让对债务人不发生效力。法律依据《民法典》第五百五十一条
