法律分析：房户一致的意思是，房产证的名字必须是父母一方（或者双方），小孩的名字必须在该房产证的户口下面。“人户一致”的确认办法：1、新生的父（母）或其他法定监护人与新生同一户籍，户主与房屋产权证或购房合同的产权人一致。2、新生的父（母）和（外）祖父母与新生同一户籍，房屋产权证或购房合同的产权人可以是新生的父（母）或（外）祖父母。3、居住在产权单位出具证明安排居住的房屋的，新生的父（母）及新生户籍地址须与单位产权地址一致，报名时需提供居住地单位的产权资料（原件或复印件）及入住后的水、电费单据才能予以确认。4、新生单独户口与房屋产权人一致。
法律依据：《商品房销售管理办法》 第三十四条 房地产开发企业应当在商品房交付使用前按项目委托具有房产测绘资格的单位实施测绘，测绘成果报房地产行政主管部门审核后用于房屋权属登记。
房地产开发企业应当在商品房交付使用之日起60日内，将需要由其提供的办理房屋权属登记的资料报送房屋所在地房地产行政主管部门。
房地产开发企业应当协助商品房买受人办理土地使用权变更和房屋所有权登记手续。
