释义	法律分析：会员卡余额不能退，属于违反消费者法法律依据：国务院《单用途商业预付卡管理办法(试行)》第二十一条发卡企业或售卡企业应依单用途卡章程或协议约定，提供退卡服务。办理退卡时，发卡企业或售卡企业应要求退卡人出示有效身份证件，并留存退卡人姓名、有效身份证件号码、退卡卡号、金额等信息。发卡企业或售卡企业应将资金退至与退卡人同名的银行账户内，并留存银行账户信息。卡内资金余额不足100元（含）的，可支付现金。
