释义	我国《电力法》规定：禁止任何单位和个人在电费中加收其他费用，但是，法律、行政法规另有规定的，按照规定执行。未按照国家核准的电价和用电计量装置的记录向用户计收电费、超越权限制定电价或者在电费中加收其他费用的，由物价行政主管部门给予警告，责令返还违法收取的费用，可以并处违法收取费用五倍以下的罚款;情节严重的，对有关主管人员和直接责任人员给予行政处分。根据以上法律规定，房客可以拒绝交纳多的部分，房东确实要强迫房客交纳的，房客可让房东出具收据做为证据，然后向物价行政主管部门投诉要求依法处理。
