其他用户占用空域是什么意思

法律分析：是其它用户占用空“域”,不是空运。在飞行管理上有更高优先权的用户使用空域,民航机就得暂时避让,就像在马路上,有警车、消防车、救护车通行,其它车辆就得避让。
法律依据：《中华人民共和国飞行基本规则》第十二条空域的划设应当考虑国家安全、飞行需要、飞行管制能力和通信、导航、雷达设施建设以及机场分布、环境保护等因素。
空域通常划分为机场飞行空域、航路、航线、空中禁区、空中限制区和空中危险区等。空域管理和飞行任务需要的，可以划设空中走廊、空中放油区和临时飞行空域。
