释义	法律分析：鲁通卡是全国通用的,使用范围覆盖全国29个省份(除西藏、海南以及港澳台地区)。以前本地车去了外省是没有优惠折扣的,后来合作的部分省市之间能够享受平等的优惠折扣。再到今年的7月1号,交通部门强制执行的全国统一价9.5折,不分区域可以享受同样的折扣,实现了真正意义上的统一。法律依据：《中华人民共和国收费公路管理条例》第十三条高速公路以及其他封闭式的收费公路，应当实行计算机联网收费，减少收费站点，提高通行效率。联网收费的具体办法由国务院交通主管部门会同国务院有关部门制定。
