释义	法律分析：社会抚养费，是指为调节自然资源的利用和保护环境，适当补偿政府的公共社会事业投入的经费，而对不符合法定条件生育子女的公民征收的费用。社会抚养费属于行政性收费，具有补偿性和强制性的特点。2002年8月2日，国务院经国务院令第357号公布了《社会抚养费征收管理办法》，对征收社会抚养费问题作出了规定。法律依据：《社会抚养费征收管理办法》第六条社会抚养费的征收决定，自送达当事人之日起生效。当事人应当自收到征收决定之日起30日内一次性缴纳社会抚养费。
