释义	不能。挂靠非直系亲属家不能上亲戚家附近的小学，若亲戚是直系亲属则可以。投亲而迁户，分二种情况：夫妻分居或与户主属直系亲属。因为孩子与姐姐之间属于旁系亲属，不是直系血亲，不符合投亲迁户的条件。法律依据：《中华人民共和国户口登记条例》第十九条公民因结婚、离婚、收养、认领、分户、并户、失踪、寻回或者其他事由引起户口变动的时候，由户主或者本人向户口登记机关申报变更登记。
