释义	法律分析：在申领十年有效期的机动车驾驶证后，在这十年当中，每年扣分不能超过12分，也不能出现重大的交通事故。满足这两个条件，就可以申领“终身免检”的驾驶证了。法律依据：《机动车驾驶证申领和使用规定》第四十七条机动车驾驶人在机动车驾驶证的六年有效期内，每个记分周期均未记满12分的，换发十年有效期的机动车驾驶证；在机动车驾驶证的十年有效期内，每个记分周期均未记满12分的，换发长期有效的机动车驾驶证，驾驶人拿到长期驾驶证以后驾驶证就可以不用年检换证的。
