释义	法律分析: 当事人双方办理离婚手续的，一般不可以在非户口所在地民政局办理。但如果当事人起诉离婚的，且被告住所地与经常居住地不一致的（满一年），可以在原告经常居住地人民法院起诉离婚。双方均离开住所地满一年的，可以在被告经常居住地人民法院起诉离婚。《中华人民共和国民法典》第一千零七十六条夫妻双方自愿离婚的，应当签订书面离婚协议，并亲自到婚姻登记机关申请离婚登记。离婚协议应当载明双方自愿离婚的意思表示和对子女抚养、财产以及债务处理等事项协商一致的意见。
