释义	法律分析：收容教养的对象必须是不满16岁的未成年人，不能包括成年人。必须是有犯罪行为因为不满16岁不能判刑的未成年人，不能包括品行不好但没有犯罪行为的人。收容教养由当地地市以上级别的公安机关审批，由少年管教所执行。收容教养期限一般为1--3年。法律依据：《中华人民共和国未成年人保护法》第三十九条已满十四周岁的未成年人犯罪，因不满十六岁不予刑事处罚的，责令其家长或者其他监护人加以管教，必要时，也可以由政府收容教养。
