释义	法律分析: 担保人的一般债权人，不得申请执行该银行专户内保证金。担保人以银行专户为银行提供担保的，银行对保证金专户内资金享有质权。在银行对债务人继续享有债权的情况下，即便此前担保的债务已实际清偿，也应优先保护银行质权。法律依据: 《最高人民法院关于人民法院办理执行异议和复议案件若干问题的规定》第二十七条申请执行人对执行标的依法享有对抗案外人的担保物权等优先受偿权，人民法院对案外人提出的排除执行异议不予支持，但法律、司法解释另有规定的除外。
