释义	法律分析：特许是指行政机关代表国家向被许可人授予某种权力或者对有限资源进行有效配置的管理方式。特许的特征是：（1）相对人取得特许后，一般应依法支付一定的费用，所取得的特许可以转让、继承；（2）特许一般有数量限制，往往通过公开招标、拍卖等公开、公平的方式决定是否授予特许。法律依据：《中华人民共和国行政许可法》第十二条下列事项可以设定行政许可: 有限自然资源开发利用、公共资源配置以及直接关系公共利益的特定行业的市场准入等需要赋予特定权利的事项。
