释义	法律分析: 不低于60%。大连共有产权住房购房人原则上持有不低于60%产权份额,其余部分为政府产权份额,由市政府委托国有专营机构持有。专营机构负责代政府持有产权、销售、回购、运营管理等工作。法律依据: 《中华人民共和国民法典》第三百条共有人按照约定管理共有的不动产或者动产;没有约定或者约定不明确的，各共有人都有管理的权利和义务。第三百零二条共有人对共有物的管理费用以及其他负担，有约定的，按照其约定；没有约定或者约定不明确的，按份共有人按照其份额负担，共同共有人共同负担。
