释义	指国家对其领土范围内的一切人、事、物享有完全的和排他的管辖。是国家的一种权利，法律赋予国家管辖领土范围内资源、人与事件的权利。在国际实践中，在适用属地管辖权的情况下管辖权行使也并非绝对的，它不适用于依法享有特权与豁免的外国人，也不适用境内的外国财产和国家行为。《刑法》第六条凡在中华人民共和国领域内犯罪的，除法律有特别规定的以外，都适用本法。
