释义	法律分析：猥亵行为，是指除性交行为外，以满足或刺激性欲为目的实施的淫秽行为，如吸吮、舌舐、抠摸、搂抱、当众手淫、强制观看淫秽书刊电影等行为，猥亵的对象没有男女限制，侵犯的法益为被猥亵对象的性羞耻心。法律依据：《中华人民共和国治安管理处罚法》第四十四条猥亵他人的，或者在公共场所故意裸露身体，情节恶劣的，处5日以上10日以下拘留；猥亵智力残疾人、精神病人、不满14周岁的人或者有其他严重情节的，处10日以上15日以下拘留。
