释义	信用卡透支9年还不起会立案吗根据实际情况来看，情节严重的可能会立案。根据刑法规定，进行信用卡诈骗活动,恶意透支的,应予立案追诉。是否构成犯罪主要看以下几点： 1、主观上具有故意犯罪的情形，并且是以非法占有公私财物为目的的； 2、信用卡透支后，经过银行多次（两次以上）催要，或者催要三个月以后仍不偿还透支额度的； 3、使用伪造、变造或者冒用他人信用卡进行消费行为的。如果符合刑事责任认定标准，认定构成信用卡诈骗罪的话，会被处以至少五年以下有期徒刑或者拘役，并处罚款。
