释义	1、便于当事人参加诉讼，特别是便于作为原告的行政管理相对人参加诉讼；2、有利于人民法院对案件的审理、判决和执行；3、有利于保障行政诉讼的公正、准确；4、有利于人民法院之间工作量的合理分担。《行政诉讼法》第二十三条规定，有管辖权的人民法院由于特殊原因不能行使管辖权的，由上级人民法院指定管辖。人民法院对管辖权发生争议，由争议双方协商解决。协商不成的，报它们的共同上级人民法院指定管辖。
