释义	法律分析: 不按规定停车且驾驶人虽在现场拒绝立即驶离属于违停的行为，机动车违反规定停放后妨碍其它车辆行人通行，处二十元以上二百元以下罚款。法律依据: 《道路交通安全违法行为处理程序规定》第三十一条违反机动车停放、临时停车规定，驾驶人不在现场或者虽在现场但拒绝立即驶离，妨碍其他车辆、行人通行的，公安机关交通管理部门及其交通警察可以将机动车拖移至不妨碍交通的地点或者公安机关交通管理部门指定的地点。拖移机动车的，现场交通警察应当通过拍照、录像等方式固定违法事实和证据。
