释义	派人跟踪债务人的，如果跟踪者不对债务人的正常生活造成影响的，也不侵犯债务人隐私权等权利的，并不违反法律的规定，如果影响正常生活的，就会违反治安管理处罚法。法律依据：根据《治安管理处罚法》第42条规定：有下列行为之一的，处五日以下拘留或者五百元以下罚款；情节较重的，处五日以上十日以下拘留，可以并处五百元以下罚款：写恐吓信或者以其他方法威胁他人人身安全的；偷窥、偷拍、窃听、散布他人隐私的。
