问题	什么是要约？要约什么时候生效？
释义	要约是希望与他人订立合同的意思表示，该意思表示应当符合下列条件：（1）内容具体确定；（2）表明经受要约人承诺，要约人即受该意思表示约束。首先，要约是指一方当事人以缔结合同为目的，向对方当事人提出合同条件，希望对方当时人接受的意思表示。在商业活动中，要约常被称为发价、发盘、报价等。其次，要约生效时间分为两类：第一，以对话方式作出的要约，受要约人知道要约内容时生效。第二，以非对话方式作出的要约，要约到达受要约人时生效。
