用于出租的土地使用权的条件规定：
1、出租人必须是通过出让依法取得国有土地使用权的受让人，持有国有土地使用权证书，才能对土地具有处分权，合法地转移其土地使用权。
2、土地使用权出租时，出租人具有土地使用权证的同时，要具有地上建筑物、其他附着物的所有权证，即土地使用权人和房屋所有权人必须是一致的。
法律依据：
《城镇国有土地使用权出让和转让暂行条例》 第三十条
土地使用权出租后，出租人必须继续履行土地使用权的出让合同。
