释义	满足条件的情况下精神病人可以享受低保。年人均收入或实际生活水平低于户口所在地农村最低生活保障标准的，均可到当地村委会申请享受农村最低生活保障待遇。村民委员会受乡镇政府委托，对农村低保的收入情况进行调查，并通过村民会议和村民代表会议进行民主评议。申请农村最低生活保障，一般由户主本人向户籍所在地的乡人民政府提出申请；村委会受乡人民政府委托，也可受理申请。村委会经调查核实提出初步建议，报乡人民政府。乡政府审核后，报县级人民政府审批。
